RESOLUTION NO. 19± i9
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAII
ENVIRONMENTAL RESTORATION FOR ITS KEAU`OHANA FOREST RESERVE
RESTORATION PROJECT.
WHEREAS, Hawai`i Environmental Restoration is a 501(c)(3) nonprofit organization
whose purpose is to reintegrate native species into Hawai`i's lowland environment for aesthetic
and historical purposes, as well as to support the control of invasive species that threaten
Hawai`i's native forests and the general lowland environment; and
WHEREAS, Hawai`i Environmental Restoration has been actively restoring and
protecting Keau`ohana Forest Reserve in the Puna district,the largest lowland wet forest
remaining in the State of Hawai`i, by propagating native plants, eliminating invasive species, and
educating the general public; and
WHEREAS, Hawai`i Environmental Restoration is seeking funds to expand its efforts at
Keau`ohana Forest Reserve by procuring necessary field tools and outreach materials to educate
and actively engage the community; and
WHEREAS,the Department of Liquor Control supports drug-free and alcohol-free
programs, activities, and events that improve the quality of life on Hawaii Island; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 4 will be appropriated to the Department of
Liquor Control to provide a grant to Hawai`i Environmental Restoration for its Keau`ohana
Forest Reserve restoration project.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
