Re: Provide Funds to Peoples Advocacy for Trails Hawai`i
The Department of Public Works wishes to provide $120,000 to the Peoples Advocacy for
Trails Hawai`i, a 501(c)3 nonprofit organization. Federally derived funds will be used to
expand the bike-share program in Kona from three stations to six stations.
Enclosed is a resolution authorizing the Department of Public Works to provide $120,000 to
Peoples Advocacy for Trails Hawai`i,pursuant to Hawai`i County Code (2016 Edition as
amended) Chapter 2, Article 25, Section 2-139(a)(3)(A).
The Department of Public Works requests that this resolution be waived from the Finance
Committee and be placed on the June 19, 2019 Council agenda. If there are any questions,
please do not hesitate to call Sharilynn Olivar, Business Manager of Public Works at 961-
8463.

A. REQUEST:
Requesting a resolution to authorize the Mayor and Public Works to enter into a grant agreement with
Peoples Advocacy for Trails Hawaii (PATH); in order to implement the Bikeshare program for$120,000 from
FHWA.
The department requests to waive Finance Committee meeting and to be placed on the June 19, 2019
Council meeting agenda to help expedite this project and process the Memo of Understanding (MOU).
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Peoples Advocacy for Trails Hawaii (PATH) would like to expand the bike share program in Kona from three
stations and 32 bikes to six stations and 59 bikes.This expansion project will benefit an increased portion of
the population offering accessibility to bikes for more efficient transit trips and can replace the need for a
personal vehicle. The project will also offer additional recreational activity for the rise in biking among the
elderly population.

RE: Resolution No. 198-19 : A RESOLUTION AUTHORIZING THE
DEPARTMENT OF PUBLIC WORKS TO AWARD FUNDS TO PEOPLES
ADVOCAY FOR TRAILS HAWAI`I
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
