A. REQUEST:
In compliance with Resolution 212-17, the Department of Public Works and the Office of the Mayor would
like to submit as Communication the Fuel Tax Revenue Report.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Resolution 212-17, timely submission of a comprehensive plan by the Department of Public Works in
collaboration with the Office of the Mayor providing the following minimum information:
-Amount to be generated by increases;
-Information on how money will be distributed to all districts;
-Transportation projects to be funded in each district; and
- Timelines for projects utilizing fuel tax revenues.

FUEL TAX REVENUE REPORT
In compliance with Resolution 212-17, the Department of Public Works and the Office of
the Mayor present a Fuel Tax Revenue Report for fiscal year 2019-2020.
PROJECTED FUEL TAX REVENUE INCREASE
Effective starting July 1, 2019 the County fuel tax rate increases from 19 cents per
gallon to 23 cents per gallon. For fiscal year 2019-2020, the County of Hawaii expects
to collect approximately $23,209,658, an increase of$6,057,755 over fiscal year 2018-
2019, assuming consumption remains at current stable levels.
UTILIZATION OF THE FUNDS
The Utilization of funds will be mainly focused on: providing resources for the
emergency fund, investing in road repaving material and equipment, flood control, tree
trimming and other road maintenance, the upgrading of traffic signals and striping for
roadway projects, school safety projects, and mass transit.
The table below shows the projected utilization of the increase in Fuel Tax Revenue:

ROAD RESURFACING PROJECTS:
The projected projects listed below are in addition to the normal road maintenance
schedule and daily operational services provided by the Highways Division. Projected
timelines and funding requirements are projections and are subject to change based on
unforeseen factors such as natural disaster support, weather, staffing, equipment
availability, material cost, and scope of project changes.

ALLOCATION OF FUEL TAX PER DISTRICT
This year's increase in funds used for County repaving projects will be allocated
consistent with Fuel Tax Ordinance 19-7, the most recent fuel tax Ordinance. The Local
Road Improvement program allocates fuel tax revenue per district based on that
district's percentage of the total county road miles.
