Re: Resolution Accepting Donation
Enclosed is a resolution accepting a donation of a new cardscan system to the County of
Hawai`i, Police Department from the State of Hawai`i, Department of the Attorney
General, Hawai`i Criminal Justice Data Center(HCJDC), 465 S. King Street Rm. 102,
Honolulu, HI 96813. This cardscan system, valued at$7,837.50, will allow the Police
Department to continue scanning manually rolled fingerprint cards into electronic format
for processing and searching.

A. REQUEST:
To accept a new cardscan from the Hawaii Criminal Justice Data Center(HCJDC), State of Hawaii
Department of the Attorney General to replace our current unsupported system. The equipment will not be
ready for delivery until June/July 2019 and is valed at$7,837.50. The equipment comes with a 1 year
warranty and included for purchase is an Optional Annual Maintenance plan for$1,254.00.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Police Department's current cardscan system is no longer supported. The new cardscan system will
allow the department to continue scanning manually rolled fingerprint cards into electronic format. The is a
critical function required to send fingerprints to the State and Federal Bureau of Investigation (FBI)for
processing and searching.

RE: Resolution No. 197-19 : A RESOLUTION AUTHORIZING THE ACCEPTANCE
OF A DONATION OF A CARDSCAN SYSTEM TO THE COUNTY OF HAWAII
POLICE DEPARTMENT.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i,this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
