No. 301/Bill No. 74 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 3:05 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Agriculture, Water, Energy, and Environmental Management (AWEEM), to <br /> which was referred Bill No. 74, reports as follows: <br /> Bill 74, transmitted by Council Member Richards via Communication No. 301, dated May 15, <br /> 2019 is an Ordinance to amend Chapter 20, Article 6, of the Hawaii County Code 1983 Edition <br /> (2016 Edition, as amended), relating to polystyrene foam food container and food service ware <br /> reduction. Motion to Amend Bill 74 with the contents of Cominunication 301.3 was passed. <br /> Discussion had noting that the bill does not change the implementation date of July 1, 2019 nor <br /> does it relax the polystyrene ban. Bill 74 is an amendment to clarify various definitions within <br /> the code so that the food industry can comply with the law. Said amendment is necessary since <br /> the County of Hawaii does not have a compostable program in place and is no longer accepting <br /> various plastic as recyclables. <br /> Communication 301.1, from William Kucharski, Director of the Department of Environmental <br /> Management, indicating his approval of Bill 74 with a 2-word change, and Communication <br /> 301.2, from the Environment Management Commission unanimously recommending passage of <br /> Bill 74 was acknowledged. <br /> Your Committee on Agriculture, Water, Energy, and Environmental Management is in accord <br /> with the purpose and intent of Bill 74, as amended by Draft 2, and recommends its passage on <br /> first reading. <br /> db <br /> AYES NOES ABS EX Respectfully submitted, <br /> CHUNG X <br /> DAVID X COMMITTEE ON AGRICULTURE, WATER, <br /> EOFF X ENERGY, AND ENVIRONMENTAL <br /> KANEALI`I-KLEINFELDER X MANAGEMENT <br /> KIERKIE WICZ X <br /> LEE LOY X <br /> POINDEXTER X HERBERT M.
