Re: Agreement with Hawaii Tourism Authority
The Hawaii Tourism Authority, a state organization, is providing $125,000 to the
Hawaii Fire Department for their Rescue Watercraft program. The grant funds will be
used to purchase equipment, motor vehicle(s),personnel training and for overtime costs
incurred during training.
Enclosed is a resolution authorizing the Mayor to enter into an agreement with the
Hawaii Tourism Authority for these funds.
In order to receive the funds indicated above, the agreement must be signed by the end of
the current fiscal year. The Hawaii Fire Department requests that a breach be authorized
to submit this bill after the May 30, 2019 submission deadline, and to waive it from the
Finance Committee in order to be placed on the June 19, 2019 Council agenda. They
also request that the five-day hold for reconsideration period be waived in order to further
expedite this resolution. If there are any questions, please do not hesitate to contact

A. REQUEST:
Prepare a resolution authorizing the Mayor to enter into and agreement and accept a grant from the Hawaii
Tourism Authority.
Prepare an accompanying ordinance as follows:
Revenue: HTA Grant $125,000.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Hawai'i Tourism Authority has provided this grant for the expansion of the County's Rescue
Watercraft Program which has been a very crucial within it's Ocean Safey Program.
The funds will be used to purchase equipment, motor vehicle, personnel training and overtime salaries &
wages incurred during training which are essential to the expansion and continuation of the program.

OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE HAWAII
TOURISM AUTHORITY PURSUANT TO HRS 46-7, FOR A GRANT TO THE
HAWAII FIRE DEPARTMENT.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
