I am Carmelita Phillips, Chief Financial Officer of KYD, Inc. dba: K Yamada Distributors.
Appreciation is expressed for Bill 74 which corrects the confusion around the July 1, 2019
implementation of the polystyrene foam food container and food service ware ban. KYD
representatives were members of the HIPSI-2016 (Hawaii Island Packaging Sustainability
Initiative Stakeholders Task Force) and testifier at numerous Hawaii County Council hearings for
the polystyrene foam food container ban bills. Throughout the process, discussion focused on
the ban of the foam food containers and did not talk about a ban of all single-use plastic
packaging or containers.
Bill 74 makes clear that the July 1, 2019 ban is specific to polystyrene foam food containers. We
would appreciate another clarification regarding the definition on "recyclable" to read:
"Recyclables means material that has reached the end of its current use and is can be
processed into material utilized in the production of new products.
