The Hawaii Food Industry Association is comprised of two hundred member companies
representing retailers, suppliers, producers, and distributors of food and beverage related
products in the State of Hawaii.
HFIA is in strong support of the intent of this measure to clarify Ordinance 17 63 as a
polystyrene ban.
We are concerned that, as written, the proposed draft does not adequately address one of the
biggest problems in the original ordinance, which was the inconsistent definition of the word
"recyclable". The use of the word "is" in the "recyclable" definition in this bill is at odds with the
common understanding of the meaning of the word recyclable. This definition is also overly
broad and open to interpretation. Using the word "is" will leave Hawaii businesses with all the
same confusion and concerns as the original bill.
In order to ensure that this measure accomplishes its goals we suggest the following changes:
Recyclable "means material that has reached the end of its current use and [+s] can
be processed into material utilized in the production of new products."
