I strongly oppose spending even one more penny on the Ka'u LCC closure projects
until the DEM has done the required environmental review in order to guide the
Council and the DOH-Wastewater CWRSF funding decisions.
To move forward with approval of bond funding in violation of many statutes will just
mire everyone in lawsuits.
Please just audit the Ka'u LCC closure project changes since 2007 - which was based
on the big lie that the Naalehu LCC well was failing in 2009 - and find out why the
DEM has wound up with this huge expense that actually helps no one!

The reason the Ka'u community has been begging for a legislative audit of the Ka'u
large capacity cesspool (LCC) closure project is the way the Department of Environmental
Management has gone wild with spending on over-built and unwanted projects.
Let me be clear, the Ka'u community wants the 2007 FE-Promised septic
conversion for a//Ka'u LCCs, life was done at the Pahala Senior Housing last year.
Rernernber, DEM abandoned this sensible project based on the lie that the Naalehu LCC
only could handle 4000 gallons/day per the "engineering report." (See Engineering Report
attached.)
In other words — here is how it went from costing $1,507,214 for the original
CWSRF loan to the current 2019-2020 IUP CWSRF loan totaling $108, 550,000.

We, the undersigned, are concerned citizens who urge the Hawaii County
Council request that the Office of the Legislative Auditor conduct a fiscal and
performance audit of the Kau Wastewater Treatment Plant Projects to ensure
compliance with Federal and State environmental statutes and the Kau CDP.
BE IT RESOLVED that the findings and recommendations of the audit are
intended to assist County government in its management of public resources,
delivery of public services with the community-based, collaborative action
envisioned in the Kau CDP, and stewardship of the public trust; and
