RESOLUTION NO. 205 19
A RESOLUTION URGING THE ADMINISTRATION TO ACQUIRE HYDROGEN-
POWERED BUSES FOR THE MASS TRANSIT AGENCY TO INCREASE THE USE OF
CLEAN ENERGY.
WHEREAS, in 2008,the State of Hawaii partnered with the U.S. Department of Energy
to launch the Hawaii Clean Energy Initiative (HCEI)to reduce Hawai`i's dependence on
imported fossil fuels; and
WHEREAS,the HCEI has set goals to produce 70 percent of the State's energy needs

from energy-efficient and renewable sources by 2030 and be 100 percent independent from
imported fuel by 2045; and
WHEREAS,utilizing hydrogen as a replacement energy source for our public
transportation would accelerate achieving our clean energy goals; and
WHEREAS, hydrogen fuel cell technology fits Hawai`i's needs for sustainable energy
while creating economic opportunities; and
WHEREAS,the Hawaii Natural Energy Institute reports that the first publicly operated
Zero Emission Bus system in Hawaii is nearing completion at the Natural Energy Laboratory
Hawaii Authority campus and will soon be operated by the County of Hawaii Hele-On bus
program, indicating that the technology,hydrogen production, fueling station, and personnel are
already in place for future hydrogen buses; and
WHEREAS, the Hawaii Renewable Hydrogen Program under Section 196-10(8) of the
Hawaii Revised Statutes states that, "There is established, within the department of business,

economic development, and tourism, a Hawaii renewable hydrogen program to manage the
State's transition to a renewable hydrogen economy. The program shall design, implement, and
administer activities that include: a plan, for implementation during the years 2010 to 2020,to
transition the island of Hawaii to a hydrogen-fueled economy and to extend the application of
the plan throughout the State;" and

WHEREAS, Resolution No. 238-06, Draft 2, was adopted on February 1, 2006, as an
effort to increase the use of high energy-efficient vehicles and save County funds by requesting
the Department of Finance to study the procurement of high energy-efficient alternative fuel
vehicles as part of its annual vehicle acquisition plans; now,therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it
urges the Administration to acquire hydrogen-powered buses for the Mass Transit Agency to
increase the use of clean to energy.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Honorable Harry Kim, Mayor; Deanna Sako, Director of Finance; and Brenda
Carreira, Mass Transit Administrator.
