Your Committee on Finance, to which was referred Resolution No. 195-19, reports as follows:
Resolution No. 195-19 transmitted by Finance Director Deanna Sako, via Communication No. 323 dated
May 30, 2019, authorizes the payment of funds of a later fiscal year and of more than one fiscal year for
a multi-year lease of two semi-tractors for the Department of Environmental Management (DEM).
This resolution authorizes the Mayor to enter into a five-year lease agreement with an approximate
monthly cost of$8,000.
Council Member Herbert "Tim" Richards, III, inquired as to the disposition of the trucks once the East
Hawaii landfill closes. Mike Kaha, Solid Waste Division Deputy Chief, stated the trucks would be
used primarily for trailers in the southern districts. He noted that repairs are being made to the
Wai`ohinu base yard to accommodate transferring of the southern communities' trash to the West
Hawaii landfill. Mr. Kaha noted that DEM will be adding more trucks since West Hawaii will be the
only landfill and stated it would be better for the Volcano and Glenwood routes to travel through less
inhabited areas in the south, using two of the larger 120 cubic yard trailers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 195-19, and
recommends its adoption.
