REPORT OF THE
COMMITTEE ON PLANNING
DATE: June 18, 2019 Re: Comm. No. 320
PLACE: Council Chambers
Kailua-Kona, Hawaii
TIME: 1:05 p.m.
Council Chair and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Planning,to which was referred Communication No. 320, reports as follows:
Communication No. 320, transmitted by Mayor Harry Kim on May 30, 2019, submitted for the
Council's review his nominee to the Hawaii County Cultural Resources Commission, Dr. Angela
Iannidinardo Fa`anunu of Hilo. Dr. Fa`anunu is an Assistant Professor of Tourism at the University of
Hawaii at Hilo with experience in land use, environmental, and community planning. Her education
background includes a Bachelor of Arts in Biology from Middlebury College, a Master of Science in
Public Health from the University of Colorado Health Science Center, and a Ph.D in Urban and
Regional Planning from the University of Hawaii at Manoa. Dr. Fa`anunu is originally from the
Kingdom of Tonga and has resided in Hawaii for the last 17 years, where she has volunteered her time
with Nawahiokalaniopu`u Charter Schools, Hui Makua o Punana Leo o Kona, and Amy Greenwell
Farm.
Appearing before Your Committee via videoconferencing from Hilo on behalf of the nominee was
Mayor's Executive Assistant Rose Bautista. Ms. Bautista explained that Dr. Fa`anunu was traveling
abroad and requested that the motion to nominate Dr. Fa`anunu to the Cultural Resources Commission
still move forward to Council. Planning Chair Ashley Kierkiewicz noted that she understood Dr.
Fa`anunu was speaking a Sustainable Cities Conference in Ireland and that she was amenable to move
the nomination forward to Council in order to meet deadlines articulated in the County's Charter, but
with the understanding that Dr. Fa`anunu would attend the Council meeting on July 9, 2019. Chair
Kierkiewicz confirmed with Ms. Bautista that Dr. Fa`anunu understood the Cultural Resources
Commission met regularly on a monthly basis, explaining that the body had been experiencing difficulty
reaching quorum recently so her attendance was critical. There were no objections to moving the
nomination forward.
The vote was taken on the motion to move this measure to Council with a positive recommendation and
passed unanimously with nine "ayes."
Pursuant to Article 44, Section 2-226 of the Hawaii County Code, the Hawaii County Cultural
Resources Commission shall consist of nine members, and shall be appointed by the Mayor and
approved by the Council.
Your Committee on Planning is in accord with the purpose and intent of Communication No. 320, and
recommends confirmation of the appointment of Dr. Angela Iannidinardo Fa`anunu to the Hawaii
County Cultural Resources Commission.
PC Report No.: 24
