Nos. 313, 313.1/ PLACE: Council Chambers Bill 81 Kailua-Kona, Hawaii TIME: 1:05 p.m. Council Chair and Members p Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Bill No. 81, reports as follows: C Bill No. 81, transmitted by Mayor Harry Kim via Communication No. 313, dated May 20,2019, amends Section 25-8-19 (North Hilo District Zone Map) Article 8, Chapter 25 (Zoning) of the Hawaii County Code 1983 (2016 Edition, as amended), by changing the district classification from Agricultural—twenty acres (A-20a)to Agricultural—five acres (A-5a) at Kihalani,North Hilo, Hawaii, covered by Tax Map Key: 3-5-004:030. The applicant requests permission to create a two-lot subdivision for estate planning purposes and would reside in one of the two single-family dwellings currently located on the property. Each newly created lot would have one of the two existing dwellings. t The Windward Planning Commission, at its duly noticed meeting on May 2, 2019, forwarded to 1 your Committee a favorable recommendation, citing that it concurred with the Planning Director's reasons for the same. Listed was that the Change of Zone would conform to the goals, policies and standards of the General Plan as well as further the public necessity, convenience, and general welfare. k= r Appearing before your Committee was applicant Marianne Freeman and the applicant's planning consultant, Zendo Kern. Mr. Kern provided a brief overview of the project, historical information regarding the zoning of the area, and a similar change of zone request across the street from the subject property, which the Council reviewed and approved in 2018. ' Planning Committee Vice-Chair Sue Lee Loy verified if the applicant had reviewed and agreed to the conditions of approval and clarified her understanding of Condition G. I : The vote was then taken on the motion to move this measure to Council with a positive recommendation and passed with nine "ayes." Your Committee on Planning is in accord with the purpose and intent of Bill No. 81, and recommends its passage on first reading.
