I fully ogee w ith the proposed hill amending Chapter 2, Article 25, of the Hawaii County Code 1983
(1995 Edition;. The newly added Section 2-139(6), which defines a reappropriarion process, is needed.
The Bay Clini lnc. is a prime example of an organization that assumed the responsibility of providing a
servic0. in micstream of a contract year,linm Teartsition Network. It was a complicated transfer in terms of
dte process or lack thereof.
