Re: Wastewater Improvement Project
Enclosed is a bill for an ordinance authorizing the Mayor to enter into an intergovernmental agreement
for a State Water Pollution Control Revolving Fund Loan (SRF) of$10,000,000 and authorizing the
issuance of general obligation bonds for the purpose of financing the following projects:
Na`alehu Wastewater Treatment and Disposal $ 7,000,000
System and Drainage Modifications
Na`alehu Wastewater Collection System $2,000,000
Na`alehu Sewage Pump Station and Force Main $ 1,000,000
Pursuant to the County Procedures Manual for Participation in the Hawai`i State Revolving Fund Loan
Program, prepared by the Wastewater Branch of the Hawai`i Department of Health in April 1994, part
of the loan application process requires a"resolution or ordinance passed by the County Council which
authorizes the SRF loan application and identifies the dedicated source(s) of revenue (i.e., general
obligation bonds)which will fund the project and repayment of the loan with interest." The Council's
authorization of the issuance of general obligation bonds will serve as a pledge of its general obligation
authority as security for repayment of the loan and interest.

A. REQUEST:
An Ordinance authorizing the Mayor to enter into an intergovernmental agreement for a State Pollution
Control Revolving Fund Loan for Wastewater improvement project and authorizing the issuance of
$10,000,000 General Obligation Bonds of the County of Hawai'i for the purpose of financing the following
projects:
Na'alehu Wastewater Treatment and Disposal System and Drainage Modifications $7,000,000
N5'alehu Wastewater Collection System $2,000,000
Na'alehu Sewage Pump Station and Force Main $1,000,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Naalehu Community is currently served by a combination of Individual Sewage Disposal Systems and a
County sewer system previously owned and operated by C. Brewer. The County is under a USEPA AOC to
construct a secondary wastewater treatment facility to serve the community, close three large capacity
cesspools (LCC), and replace and expand the existing wastewater collection system by September 30,
2022.
The current collection system is comprised of substandard gravity lines that convey sewage from
approximately 163 parcels to three large capacity cesspools. The AOC requires servicing all currently
connected properties and a minimum of 30 additional properties. Based on wastewater flow projections,
developed using 2017 City and County of Honolulu wastewater standards, the treatment and disposal facility
would be designed for an average dry weather flow capacity of 225,000 gallons per day.
Attachment A illustrates the parcels that would be serviced, the location of the conceptual new collection and
transmission systems, and the proposed site for the new secondary wastewater treatment and disposal ,
facility.
This request will provide funding for planning and design work for these projects and allow us to take
advantage of the lower interest rates provided by the State Revolving Fund Loan Program. A request to
increase the authorized amounts will be submitted when we have better estimates on the construction costs.
The total costs of these projects, including construction,is currently estimated at approximately $70 million.
