THE HAWAII COUNTY CODE 1983 (2016 EDITION, AS AMENDED),
RELATING TO THE DEFINITION OF "PUBLIC PROPERTY"
Amends the definition of"public property"to authorize the Department of
Environmental Management to tow abandoned vehicles from property owned by the
State of Hawaii and Federal government,pursuant to Section 20-38 of the Hawaii
County Code.

SUBJECT: Formation of an Ad Hoc Committee Relating to Mass Transit
Pursuant to Rules of Procedure and Organization for the Hawaii County Council, Rule No. 7
Ad Hoc Committees, I am requesting the creation of an Ad Hoc Committee for the Agriculture,
Water, Energy, and Environmental Management Committee, in conjunction with the Public
Works and Mass Transit Committee,to investigate and craft a recommendation for the
implementation of electric and zero emission busses for Mass Transit. Working together on this
important topic addresses the needs of Mass Transit and the steps needed moving the County of
Hawaii towards renewable energy mandate of 100%renewable by 2045.
I respectfully request at least 30-minutes of time to discuss this request, identify the scope of the
investigatory work, and to select members of the Ad Hoc Committee.
Please place this matter on the appropriate committee agenda. Should you have any questions
