Chair Chung,Vice Chair Eoff, and Members of the Hawaii Island County Council:
I am Carmelita Phillips,Chief Financial Officer of KYD, Inc. dba: K Yamada Distributors. KYD
representatives were members of the HIPSI-2016 (Hawaii Island Packaging Sustainability
Initiative Stakeholders Task Force) and testifier at numerous Hawaii County Council hearings for
the polystyrene foam food container ban bills. Throughout the process, discussion focused on
the ban of the foam food containers and did not talk about a ban of all single-use plastic
packaging or containers.
Appreciation is expressed for Bill 74d2 which corrects the confusion around the July 1, 2019
implementation of the polystyrene foam food container and food service ware ban. Bill 74d2
makes clear that the July 1, 2019 ban is specific to polystyrene foam food containers.
