Thank you for having the intelligence, foresight and clarity to hold this informational hearing
and to seriously ponder, to critically examine the role of the county in tl �!n rce8ieFRoJstX
driven prerogatives. To inspect whether the mayor has overstepped and placed in jeopardy the
Counties position regarding this impending conflict; primarily driven by the states disregard of
public opinion, accepted conservation practice and environmental law.
In a recent press conference,the governor as well as the president of the university painted an
elementary picture. A small handful of native practitioners superstitiously defending a religious
absurdity against the enlightened science that drives the heart of our technological
advancements. Like preschool finger-painting to van Gogh this administration has sorely under
estimated their impact and the reach of this conflict while simultaneously overestimating their
rights, legal jurisdiction and control of the populace. They paint a dismal picture of the loss of
critical information for the well-being of the human race at the hands of a few selfish
individuals who seemed to be only interested in protecting the water.
The Extremely Large Telescope (ELT) is the world's largest optical/near-infrared extremely large
telescope now under construction. Part of the European Southern Observatory (ESO) agency, it
is located on top of Cerro Armazones in the Atacama Desert of northern Chile, South America.
ODD: European space agencies operating in the South America?The observatory aims to
gather 100 million times more light than the human eye, 13 times more light than the largest
optical telescopes existing in 2014, and be able to correct for atmospheric distortion. It has
around 256 times the light gathering area of the Hubble Space Telescope and, according to the
ELT's specifications, would provide images 16 times sharper than those from Hubble.The
project was originally called the European Extremely Large Telescope (E-ELT), but the name was
shortened in 2017.
Essentially the TMT is a scaled down undersized version of the ELT. Sort of like a northern
hemisphere American controlled step-cousin,the initial test model followed up by the 40 meter
ELT; but due to delays in the permitting, construction, and legal processes surrounding the TMT
it may well be more than just a day late and 10 meters short? So in truth academia need not
argue about the loss of information, in fact the 40 m telescope will provide all of the
cosmological or originating information needed to posit these hypotheses. The ELT telescope is
intended to vastly advance astrophysical knowledge by enabling detailed studies of planets
around other stars, the first galaxies in the Universe, supermassive black holes, and the nature
of the Universe's dark sector, and to detect water and organic molecules in proto-planetary
disks around other stars. Do we really NEED two? The science, the knowledge will not be lost,
and we not need not risk the health of our aquifer and our precious water supply into the
future.
On 11 June 2012, the ESO Council approved the ELT program plans to begin civil works at the
telescope site, with construction of the telescope itself pending final agreement with
governments of some member states. Construction work on the ELT site started in June 2014.
In December 2014, ESO secured over 90%of the total funding and authorized construction of
the telescope to start, which will cost around one billion euros for the first construction phase.

Couple that with the billions to be made in Hawaii, it's a small wonder that the university is
desperate to get back on time schedule, to create this north south hemispheric partnership that
allows them to view the entire universe around them. And as an aside gives the US exclusive
control over the atmosphere in the near space environment. Given our recent historical past
with South America; our present-day positioning with Central and South America; would this be
quite the coup for US interests regarding space exploration and information?
Lessons of Kahoolawe, PKO; ongoing impacts of the OHA agency, questions of its constitutional
legitimacy, the state has a less then exemplary record when it comes to dealing with the
Hawaiian community, with Hawaiian issues, with the legal and illegal disposition of the United
States.
Shall the County risk its relationship? Shall the'Coun`ty risk its people? Shall the County risk
historic support of the wrong side of the important issue of our time? Of protecting the health
and welfare of the citizens of Moku 0 Keawe?
If the state wants to save a dime on transportation costs of the DOCARE officers, then by all
means let's let our residents make the overtime, drain their coffers; but that in no way means
we need to either by our actions or words support their wrongheaded thinking. I am reminded
of the warning delivered by Our Queen; Americans have the potential for great violence, we
must hope they see the reason of the law,justice, respect and relationship. In closing let me
quote a great American; and hopefully it can be that way again. Wouldn't that be great?
There is not a nation on the earth guilty of practices, more shocking and bloody, than are the
people of these United States, at this very hour. Go where you may, search where you will,
roam through all the monarchies and despotisms of the old world, travel through South
America, search out every abuse, and when you have found the last, lay your facts by the side of
the everyday practices of this nation, and you will say with me, that,for revolting barbarity and
