I hereby certify that the following Bills passed first reading at the meeting of the Hawaii County
Council on July 9, 2019, by vote as listed below:
Bill 81: Amends Section 25-8-19 (North Hilo District Zone Map), Article 8, Chapter 25 (Zoning) of
the Hawaii County Code 1983 (2016 Edition, as Amended), by Changing the District Classification
from Agricultural—Twenty Acres (A-20a) to Agricultural—Five Acres (A-5a) at Kihalani,
North Hilo, Hawaii, Covered by TMK: 3-5-004:030 (Applicants: Leonard and Marianne Freeman)
(Area: approximately 11.57 Acres). Allows the applicants to apply for subdivision of the parcel and
create a two-lot subdivision for estate planning purposes. Ayes: Council Members David, Eoff,
Kaneali`i-Kleinfelder, Kierkiewicz, Lee Loy, Poindexter, Richards, Villegas, and Chair Chung—9;
Noes: None; Absent: None; Excused: None.
Bill 86: Amends Ordinance No. 19-74, as Amended, Relating to Public Improvements and Financing
Thereof for the Fiscal Year July 1, 2019, to June 30, 2020. Increases the Office of Management
Village 9 Homeless and Affordable Rental Project by$46,000, for a total appropriation of$250,000.
Funds shall be provided from State Grants Receivable. Ayes: Council Members David,
Kaneali`i-Kleinfelder, Kierkiewicz, Lee Loy, Poindexter, Richards, Villegas, and Acting Chair Eoff—
8; Noes: None; Absent: Council Member Chung— l; Excused: None.
