RESOLUTION NO. 221 19
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII
COUNTY ECONOMIC OPPORTUNITY COUNCIL FOR THE 2019 SENIOR
FARMERS MARKET NUTRITION PROGRAM.
WHEREAS, the Hawai`i County Economic Opportunity Council (HCEOC) is a
501(c)(3) nonprofit organization dedicated to serving the needs of the community and the
elimination of poverty; and
WHEREAS, the Senior Farmer's Market Nutrition Program (SFMNP) is a program
designed to provide low-income seniors who are 60 years of age and older with fresh produce
and education to improve their health and nutritional status; and
WHEREAS, HCEOC has been approved by the State of Hawai`i Office of Community
Service to facilitate the program for Hawai`i County; and
WHEREAS, facilitation of the program by HCEOC includes design and printing of
promotional and educational materials, island-wide outreach to promote awareness of the
benefits of the program, as well as intake and assessment of all applications to participate in the
program; and
WHEREAS, facilitation of the program by HCEOC also includes negotiating with local
farmers for farm fresh produce, and with local farmers markets to participate in the program; and
WHEREAS, HCEOC has requested assistance with expenses related to the
administrative costs for the facilitation of the program at various locations throughout Hawai`i
County; and
WHEREAS, one of the goals of the Office of Aging is to provide programs and events
for the enrichment, education, health, and safety of our kupuna; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 8 will be appropriated to the Office of Aging to
provide a grant to the Hawai`i County Economic Opportunity Council for the 2019 Senior
Farmer's Market Nutrition Program.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the County Executive on Aging and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
