COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 223 19 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO FRIENDS OF BIG ISLAND DRUG COURT, INC., TO PAY FOR SERVICES FOR PARTICIPANTS OF THE VETERANS TREATMENT COURT AND BIG ISLAND DRUG COURT. WHEREAS, the Big Island Drug Court was established on Hawai`i Island in 2002 to provide intense supervision of participants dealing with substance abuse in collaboration with the Office of the Prosecuting Attorney, Office of the Public Defender, Hawai`i Police Department, Adult Probation Division of the Third Circuit Court, and the State Department of Public Safety; and WHEREAS, the Big Island Veterans Treatment Court, launched on November 10, 2014, is a specialized treatment program that provides intense supervision of participants dealing with mental illness and substance abuse in collaboration with the U.S. Department of Veterans Affairs, Office of the Prosecuting Attorney, Office of the Public Defender, Hawai`i Police Department, Adult Probation Division of the Third Circuit Court, and the State Department of Public Safety; and WHEREAS, Friends of Big Island Drug Court, Inc., is a 501(c)(3) nonprofit organization whose purpose is to secure funds for drug courts in Hawai`i County, which includes the planning and implementation of court-related services; and WHEREAS, Friends of Big Island Drug Court, Inc., is requesting funds to pay for services for participants of the Veterans Treatment Court and Big Island Drug Court programs in Hawai`i County, with emphasis on services to Big Island Veterans; and WHEREAS, the Office of the Prosecuting Attorney supports programs and activities that promote healthy social behavior and positive intervention; and WHEREAS, pursuant to Section 2-13(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 8 will be appropriated to the Office of the Prosecuting Attorney to provide a grant to Friends of Big Island Drug Court In, Inc., for services for participants of the Veterans Treatment Court and Big Island Drug Court programs. BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby transfers/appropriates the following amount as set forth below:
