I hereby certify that the following bills passed second and final reading at the meeting of the
Hawai`i County Council on July 9, 2019, by vote as listed below:
Ordinance 19-85 (Bill 74, Draft 2): An Ordinance amending Chapter 20, Article 6, of the Hawai`i
County Code 1983 (2016 Edition, as amended), relating to Polystyrene Foam Food Container and Food
Service Ware Reduction. AYES: Council Members David, Kaneali`i-Kleinfelder, Kierkiewicz, Lee
Loy, Poindexter, Richards, Villegas, and Acting Chair Eoff— 8. NOES: None. ABSENT: Council
Member Chung— 1. EXCUSED: None.
Ordinance 19-86 (Bill 75): An Ordinance authorizing the Mayor of the County of Hawai`i to enter
into an Intergovernmental Agreement for a State Water Pollution Control Revolving Fund Loan for
Wastewater Public Improvement Projects; and authorizing the issuance of$10,000,000 General
Obligation Bonds of the County of Hawai`i for the purpose of financing qualified Wastewater Public
Improvements of the County of Hawai`i. AYES: Council Members David, Kaneali`i-Kleinfelder,
Kierkiewicz, Lee Loy, Poindexter, Richards, Villegas, and Acting Chair Eoff— 8. NOES: None.
ABSENT: Council Member Chung— 1. EXCUSED: None.
Ordinance 19-87 (Bill 76): An Ordinance authorizing the Mayor of the County of Hawaii to enter
into an Intergovernmental Agreement for a State Water Pollution Control Revolving Fund Loan for
Wastewater Public Improvement Projects; and authorizing the issuance of$37,000,000 General
Obligation Bonds of the County of Hawaii for the purpose of financing qualified Wastewater Public
Improvements of the County of Hawaii. AYES: Council Members Chung, David, Kaneali`i-
Kleinfelder, Kierkiewicz, Lee Loy, Poindexter, Richards, Villegas, and Acting Chair Eoff—9.
NOES: None. ABSENT: None. EXCUSED: None.
