RESOLUTION NO. 232 19
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO ASSIST WITH
EXPENSES RELATED TO THE 2019 HAWAII ISLAND VETERANS DAY PARADE.
WHEREAS, the Big Island Resource Conservation and Development Council
(BIRCDC) is a 501(c)(3) nonprofit organization that supports the economic, cultural, and natural
environment of Hawai`i Island through sponsorship of festivals, programs, and special events
unique to this island; and
WHEREAS, BIRCDC is working in partnership with the Hawai`i Island Veterans Day
Parade Committee to honor all veterans in Hawai`i County by assisting with the coordination of
the annual Hawai`i Island Veterans Day Parade, which will be held in Hilo on November 9, 2019;
and
WHEREAS, "Celebrate Service" is the theme for this year's parade, which will honor
those who have sacrificed for our nation as well as teach our younger generations that the
freedoms we enjoy today are not free; and
WHEREAS, BIRCDC is requesting funding assistance to help defray expenses related to
the parade, including, but not limited to, special-duty police officers, permits, insurance, tents,
advertising, and materials; and
WHEREAS, the Office of the Prosecuting Attorney supports safe and healthy
community activities such as the Hawai`i Island Veterans Day Parade; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 1 will be appropriated to the Office of the
Prosecuting Attorney to provide a grant to the Big Island Resource Conservation and
Development Council to assist with expenses related to the 2019 Hawai`i Island Veterans Day
Parade.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Prosecuting Attorney and Director of Finance, and that the Director of Finance
is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
