Re: Agreement with the Office of the Auditor, State of Hawaii
The Department of Finance wishes to enter into a multi-year agreement with the Office of the
Auditor, State of Hawaii, to provide assistance to conduct an audit of the schedule of
employer allocations of the Employees' Retirement System of the State of Hawaii (ERS) in
order to meet the reporting requirements under Governmental Accounting Standards board
(GASB) Statement No. 68, "Accounting and Financial Reporting for Pensions".
We request that this resolution be waived from the Finance Committee to be placed on the
August 7, 2019 Council agenda in order to enter into this agreement as soon as possible. If
there are any questions,please do not hesitate to call Kay Oshiro, Controller, at 961-8425.

A. REQUEST:
Prepare a resolution(s) authorizing the Mayor to enter into a multi-year agreement with the Office of the
Auditor, State of Hawai'i.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The County is requesting assistance from the Office of the Auditor, State of Hawai'i to conduct an audit of the G
schedule of employer allocations of the Employees' Retirement System of the State of Hawai'i (ERS) in order
to meet reporting reqirements under the Governmental Accounting Standards Board (GASB) Statement No.
68, "Accounting and Financial Reporting for Pensions." The office of the Auditor will be requesting that this
new agreement be for a period of three (3) years.
In order to expeditite the implemenatation of this Memorandum of Understanding (MOU), a waiver of
Finance Committee is requested.

RE: RESOLUTION NO. 238-19 RESOLUTION AUTHORIZING THE OFFICE
OF THE MAYOR TO ENTER INTO A MULTI-YEAR AGREEMENT WITH THE
OFFICE OF THE AUDITOR, STATE OF HAWAII.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii,this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter,timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
