Re: Emergency Proclamation for Maunakea
Aloha e Governor Ige,
Given the rapidly escalating situation on Hawaii Island and throughout the State of
Hawaii, I am deeply concerned with the decision to proceed at this time with the mobilization
and construction of the Thirty Meter Telescope.
As each day goes by, I grow increasingly apprehensive that the State of Hawaii is not
fully prepared for the situation on Maunakea. In the interest of safety for the general public and
law enforcement, I ask that you take the appropriate steps to de-escalate the situation. With all
due respect, using the emergency powers you have, entrusted to you by the people of Hawaii
against the people of Hawaii, is not the solution. Activating the Hawaii National Guard outside
of transporting personnel and equipment only heightens tensions.
As a native Hawaiian and an elected state representative of Hawaii Island, I am
respectfully requesting you temporarily postpone the construction of the Thirty Meter Telescope
and announce a 60-day moratorium period for all parties effective immediately.
Over the course of the next 60 days I am willing to help facilitate with you and your
administration"ho`oponopono"discussions with the leaders of the TMT opposition.
Conversations thus far have not resulted in a safe resolution or way forward. If culture and
astronomy are to co-exist on Maunakea in the future, meaningful conversations about
management, stewardship,access, revenue and decommissioning need to occur. The status quo is
unfortunately unacceptable.
The mountain is not in balance, and so our community is not at peace. I know from our
years of working together that you are a than of great honor and integrity. I firmly believe that

together we can find a way to achieve balance on Maunakea through collaboration, collective
leadership, mutual respect and aloha.
