Aloha, -
I would like to personally thank Council Member Kierkiewicz for introducing this
resolution to benefit our `Ohana in Puna, who has suffered many losses within the last year due
to the recent eruption. There is a sense of urgency that is needed to assist our `Ghana, our
Kupuna, and our Keiki by providing a boat ramp that plays an important role in a cultural and
traditional manner—providing access to fishermen who utilize this launching point for
sustainability.
Further, I support this measure due to the alignment of Hawaii State Constitution Article
12 Section 7:
Section 7 . The State reaffirms and shall protect all
rights, customarily and traditionally exercised for
subsistence, cultural and religious purposes and possessed
by ahupua ' a tenants who are descendants of native Hawaiians
who inhabited the Hawaiian Islands prior to 1778, subject
to the right of the State to regulate such rights . [Add
Const Con 1978 and election Nov 7, 1978]
I urge all Council Members to support the intention and language of this resolution.
