Aloha Chairman Chung and Honorable Members of the Council:
Please consider this testimony in opposition to the referenced resolution in its current form. It
does not appear that a blanket 60 day moratorium will accomplish a resolution of the polar
positions of those who oppose the project in all forms and the principals of TMT. A blanket
60 day moratorium will not resolve what are more deep seated and underlying issues that stem
from a history that makes Mauna Kea the lightning rod for attracting opponents to this
scientific endeavor. The purpose of a proposed moratorium should be part of the discussion.
Were there to be a willingness to have discussions about how to develop a framework and
protocol for management of the cultural,natural and astronomy resources on Mauna Kea k
looking forward while recognizing that the TMT project has properly obtained permits, then
perhaps a period of time to discuss these issues might be appropriate. During such time, a
framework to minimize disruptions to existing astronomy operations and construction efforts
should also be developed. Were that to occur, the need for the currentproclamation would also
be eliminated.
There will unlikely be a consensus for how to move forward in 60 days. But the resolution
should contemplate what a moratorium would accomplish. Without more, a simple delay will
not accomplish any resolution to the current standoff.
