RESOLUTION NO. 240"19
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HONOKA`A
HONGWANJI MISSION FOR THE 13TH ANNUAL PARADE AND FESTIVAL FOR
THE UNITED NATIONS INTERNATIONAL DAY OF PEACE.
WHEREAS, the 13th Annual Parade and Festival for the United Nations International
Day of Peace (Peace Day Parade and Festival) is a free event that will take place in Honoka`a on
September 21-22, 2019; and
WHEREAS, Honoka`a Hongwanji Mission, a 501(c)(3) nonprofit organization, is one of
numerous organizations that comprise the Peace Committee of Honoka`a that is coordinating the
Peace Day Parade and Festival, which has become the most elaborate and significant event of its
kind in Hawai`i; and
WHEREAS, the Peace Day Parade and Festival will be televised and broadcast via the
web, and events will include a Peace Poster Contest, a Day of Mindfulness, Read for Peace, and
"Wine at 5" (Blue Zones project); and
WHEREAS, Honoka`a Hongwanji Mission is requesting funds to help with expenses for
advertising/promotion, stage set-up, insurance, security, and a public address (PA) system; and
WHEREAS, the Department of Parks and Recreation supports developing partnerships
with other recreation providers as well as community organizations to maximize service and
activities for the public as well as providing educational and leisure activities to share, preserve,
perpetuate, and foster the appreciation of our rich multi-cultural heritage in the arts, history, and
humanities; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 1 will be appropriated to the Department of
Parks and Recreation to provide a grant to Honoka`a Hongwanji Mission for the 13th Annual
Parade and Festival for the United Nations International Day of Peace.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
