WHEREAS, the Big Island Drug Court was established on Hawai`i Island in 2002 to provide intense supervision of participants dealing with substance abuse in collaboration with the Office of the Prosecuting Attorney, Office of the Public Defender, Hawai`i Police Department, Adult Probation Division of the Third Circuit Court, and the State Department of Public Safety; and WHEREAS, the Big Island Veterans Treatment Court, launched on November 10, 2014, is a specialized treatment program that provides intense supervision of participants dealing with mental illness and substance abuse in collaboration with the U.S. Department of Veterans Affairs, Office of the Prosecuting Attorney, Office of the Public Defender, Hawai`i Police Department, Adult Probation Division of the Third Circuit Court, and the State Department of Public Safety; and WHEREAS, Friends of Big Island Drug Court, Inc., is a 501(c)(3) nonprofit organization that serves to help the Big Island Drug Court and Big Island Veterans Treatment Court program participants to be compliant with their court conditions, successful with their substance abuse and mental treatment and live drug-free and crime-free lives; and WHEREAS, Friends of Big Island Drug Court, Inc., is requesting funds to pay for court- related services, transportation, education, incentives for positive progress, graduation and appreciation events, community service and outreach, hygiene supplies, employment, childcare and identification costs for participants of the Big Island Drug Court and Veterans Treatment Court programs in Hawai`i County; and WHEREAS, the Office of the Prosecuting Attorney supports programs and activities that promote healthy social behavior and positive intervention; and WHEREAS, pursuant to section 2-13(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting county department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 6 will be appropriated to the Office of the Prosecuting Attorney to provide a grant to Friends of Big Island Drug Court Inc., for court-related services for participants of the Big island Drug Court and Veterans Treatment Court programs. BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby transfers/appropriates the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $2,500 OUT AND FROM: 010.101.5101.91 Clerk-Council SVC-Contingency Relief $2,500 CREDITED TO: 010.271.5271.02 Office of the Prosecuting Attorney $2,500 Prosecuting Atty OCE 115 Misc. Contract Services (Friends of Big Island Drug Court, Inc. -Big Island Drug Court and Veterans Treatment Court) BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Prosecuting Attorney and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
