"��''r STATE OF HAWAII COUNTY OF HAWAII -� � �*�'��- RESOLUTION NO. 250 19 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII COUNTY ECONOMIC OPPORTUNITY COUNCIL FOR THE PURCHASE OF CITRIC ACID TO MANAGE COQUI FROG INFESTATIONS. WHEREAS, Hawai`i County is infested with coqui frogs, an invasive species that threatens the island's ecosystem and reduces quality of life; and WHEREAS, the Hawai`i County Economic Opportunity Council (HCEOC) is a 501(c)(3) nonprofit organization that works to improve communities through a variety of programs and services, including providing citric acid to residents for the purposes of controlling coqui frog populations; and WHEREAS, HCEOC is requesting financial assistance to purchase citric acid, which will be made available to residents at low- or no-cost in order to regulate coqui frog infestations; and WHEREAS, the Department of Research and Development supports programs that preserve and maintain the agricultural character of Hawai`i Island; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 4 will be appropriated to the Department of Research and Development to provide a grant to HCEOC for the purchase of citric acid to exterminate coqui frogs on Hawai`i Island. BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby transfers/appropriates the following amount as set forth below:
