SUBJECT: Additional Amendment to the Kona Community Development Plan (KCDP)
Amendment Package: Policy LU-3.4: Clustered Rural Subdivision
Guidelines.
Please see below a proposed amendment to Bill No. 87. The proposed amendment is illustrated in
Ranseyer format with respect to the contents of Bill No. 87 as the Policy appears in the
Amendment Package (Exhibit A). Material to be deleted is bracketed and stricken, material to be
added is underscored.
The proposed amendment will bring this policy more in alignment with the original intent of the
Policy as pertains to processing subdivision applications located outside of the Kona Urban Area !'
as defined by the KCDP 2008 (Ord. 131).
Policy LU-3.4, as located on page 28 of the Amendment Package, is amended to read as follows:
Policy LU-3.4: Clustered Rural Subdivision Guidelines. {T-lle} In addition to HCC and
Administrative Rules relating to subdivisions it is recommended that the Planning Department
review applications for subdivisions outside of the Kona Urban Area in combination with the
Clustered Rural Subdivision Guidelines in Attachment C [apply to pr ^sed subdivisions

to minimize grading, preserve the natural appearance of the land to the maximum extent
possible, ensure agriculture use in the State Land Use Agricultural District, and create a rural
setting for residences.Towards this end,the guidelines shall,at a minimum, specify:
1. Minimum lot sizes;
2. Natural and cultural resources meriting protection and associated buffer areas, as applicable;
3. Minimum standards for roads and wastewater disposal;
4. Legal tools for permanent protection,maintenance of open space,and/or agricultural lands; 2 .'I
