Re: Resolution Accepting Donation
Enclosed is a resolution accepting the donation of funds of approximately$3,250 from
the Children's Justice Center of West Hawaii. The funding will be used towards travel
and other expenses for Juvenile Aid Section Officer to attend the 2019 Crimes Against
Children Conference on August 12-15, 2019.
The Police Department requests that this resolution be waived from Finance Committee
and be placed on the August 21, 2019 Council agenda. If there are any questions,please
do not hesitate to call Hauoli Aiona, of the Police Department at 961-2273.

A. REQUEST:
This is a request to receive funds from the Children's Justice Center of West Hawaii to send a Juvenile Aid
Section officer to attend the 2019 Crimes Against Children Conference in Dallas, Texas on August 12-15,
2019. Official travel dates will be on August 10-16, 2019. The department will fund the trip initially and be
reimbursed by the Children's Justice Center of West Hawaii for the conference registration fee, airfare,
baggage, airport parking, hotel, and ground transportation. The estimated cost for the listed items is
$3,250.00. The officer's meals will be funded by the department and estimated at $360.00.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Hawaii County Police Department received an invitation from Margaret Thorpe of the Children's Justice
Center of West Hawaii to send a Juvenile Aid Section officer to attend the 2019 Crimes Against Children
Conference. This is an opportunity for the officer to acquire additional information and training, be able to
network and discuss situations they deal with amongst other investigators from throughout the nation, and to
be able to bring the experience and knowledge back to his respective section and to the Department.

RE: Resolution No. 255-19 ; A RESOLUTION AUTHORIZING THE ACCEPTANCE
OF A DONATION OF FUNDS TO BE USED TOWARDS TRAVEL AND OTHER
EXPENSES TO ATTEND THE 2019 CRIMES AGAINST CHILDREN CONFERENCE
TO THE COUNTY OF HAWAII POLICE DEPARTMENT.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii,this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
