-'MAY of Mt.. <br /> n �611y• <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> RESOLUTION NO. 257 19 <br /> A RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO <br /> AN AGREEMENT WITH THE STATE OF HAWAII, DEPARTMENT OF BUDGET <br /> AND FINANCE, FOR THE ACCEPTANCE OF A GRANT TO IMPLEMENT MAIL-IN <br /> VOTING FOR ALL ELECTIONS BEGINNING WITH THE 2020 PRIMARY <br /> ELECTION, PURSUANT TO ACT 136, SESSION LAWS OF HAWAII 2019. <br /> WHEREAS, on June 25, 2019, Governor David Y. Ige signed into law Act 136, which <br /> requires that all elections statewide are to be conducted by mail beginning with the 2020 primary <br /> election; and <br /> WHEREAS, Act 136 also requires the Department of Budget and Finance to appropriate <br /> grant funds to the counties for fiscal years 2019-2020 and 2020-2021 for startup and transition <br /> costs to implement mail-in voting statewide; and <br /> WHEREAS, Hawai`i Revised Statutes, Section 46-7, requires that County departments <br /> obtain the consent of the Council to enter into agreements with the Federal or State governments <br /> respecting action to be taken pursuant to any of the powers granted by law to furnish, expend, <br /> and receive any funds or other assistance in connection with projects being or to be undertaken <br /> pursuant to those powers; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that in <br /> accordance with Hawai`i Revised Statutes, Section 46-7, the Mayor of the County Hawai`i is <br /> hereby authorized to execute on behalf of the County an agreement and related documents with <br /> the State of Hawai`i, Department of Budget and Finance, to enable the County to accept funds to <br /> implement mail-in voting for all elections beginning with the 2020 primary election. <br />
