Your Committee on Agriculture, Water, Energy, and Environmental Management(AWEEM),to
which was referred Resolution 219-19,reports as follows:
Resolution 219-19 introduced by Council Member Ashley Kierkiewicz requests the formation of
an Apiary Working Group to examine and address beekeeping challenges at the industry and
individual level through recommended updates to County ordinances.
Discussion had on the importance of bees; its criticalness to the cultivation of agriculture and
providing food security and sustainability to our island communities. The focus of the working
group will allow government stakeholders to work with the industry leaders, other governmental
agencies, and the community to help craft and amend policy that is fitting to the industry,the
society as we know of it today, and the future impact of the agriculture industry as a whole.
Co-chairs of this working group will be Council Member Ashley Kierkiewicz and Council
Member Herbert M. "Tim"Richards, 111. Members will consist of representatives from the
County Planning Department, Corporation Counsel,the State Department of Agriculture,
Department of Health, the University of Hawaii at Hilo, and six community members from
around the island who are involved in beekeeping from the hobbyist and small scale,to the
commercial scale and queen bee production levels.
Your Committee on Agriculture, Water, Energy, and Environmental Management is in accord
with the purpose and intent of Resolution 219-19 and recommends its adoption.
