Subject: Bill 88 to Amend Section 20-31 of the Hawaii County Code
Relating to the Definition of"Public Property"
Dear Chair Chung and Councilmembers:
Director Kucharski has informed us that Bill 88 was referred to the Environmental Management
Commission("EMC')for comment and recommendation on July 23, 2019, by the Committee on
Agriculture, Water, Energy, and Environmental Management. On July 24,2019,the EMC met
and discussed the bill.
Five commissioners were present at the meeting, and the vote was unanimous to recommend
adoption of Bill 88.
