Re: Resolution for multi-year agreement
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year, for a
multi-year agreement, for the purchase of a full size color scanner and plotter by the Planning
Department. This scanner and plotter will replace the full size scanner and plotter purchased in
September 2009 that is currently incapable of producing electronic and/or hard copies of large-
format documents.
The anticipated lease cost is approximately$250.00 per month. The Planning Department
requests that this resolution be waived from Finance Committee and be placed on the September
4, 2019 Council agenda in order to expedite this process. If there are any questions,please do

8 full size CV|VF scanner and plotter for the Planning Department, Administrative Services [liViGiOD in S. Hilo.
With the urgency to bring new equipment on-line for Department use we are requesting to waive Committee;
and tObeadded iOthe agenda for the Council Meeting 0nSeptember 4' 2O18.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Currently the Planning Department C8UDod make e|HCtnJDiC Or hard copies of large-format p|8DOiDQ
application dOoJDleOhS' such as Site p|8OS Or building p|8Ds, for the public or for iDheOlG| County use. The
printing functions of the large-format scanner and plotter Planning currently uses no longer is operable. This
equipment was bought out-right iDSeptember 2OO8.
The new large-format scanner and plotter will beleased for aperiod Vf5years. The estimated monthly cost
for the lease ia $25O.00. Funding for the lease isincluded inthe FY 2019-2020 budget.

RE: Resolution No. 262-19 A RESOLUTION AUTHORIZING THE PAYMENT OF

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
