These employment contracts will be executed for four years, with optional additional extensions to deliver the recovery efforts from the 2018 Kilauea Eruption. Funding will be through disaster recovery funds provided to the County. It is anticipated that temporary personnel will be hired as needed through the course of the project to coordinate governmental and community stakeholders and facilitate implementation of interim and long-term strategies to support the 2018 Kilauea Eruption recovery efforts. The Planning Department requests that this resolution be waived from Finance Committee and be placed on the September 4, 2019 Council agenda in order to expedite this process. The interim yhas been crafted based onbest information to-date and with input from public, private, not-for-profit and community sectors; it will be superseded by a Comprehensive Recovery Framework anticipated by the end of 2019. In reviewing this matter,timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review.
