This letter provides the State Historic Preservation Division's (SHPD's) review of the subject permit applications;
the draft archaeological report titled, An Archaeological Inventory Survey Report for 39.68 Acres in Pu`u`eo
Ahupua`a, Hilo, South Hilo District, Hawai`i Island, Hawaii[TMK. (3)2-6-008:026 and 027](Escott and Escott,
July 2016).The SHPD received these submittals in the following chronological order:
2016— SHPD received the County of Hawaii"After-the Fact"Grubbing Permit on April 4,2016(Log No.
2016.00907)
2016— SHPD received the County of Hawaii Change of Zone Application,REZ 16-000211,on August 3,
2016(Log No.2016.01882),and a second copy on November 21,2018(Log No.2018.02748)
2016— SHPD received the Archaeological Inventory Survey report on August 24, 2016 (Log No.
2016.0204 1),and a second copy on February 2,2017(Log No.2017.00281)
2017— SHPD received the Burial Treatment Plan for Site 50-10-35-30272 on March 1, 2017 (Log No.
2017.00366)
2017— SHPD received the County of Hawaii SLU 17-000049 Agricultural to Urban REZ 17-000223
Application on October 5,2017(Log No.2017.02238)
The following review addresses only the archaeological inventory survey(AIS)report and the=documentation
needed to complete the AIS fieldwork and reporting requirements,as specified in Hawaii Administrative Rules
(HAR) §13-276. The initial AIS was conducted to address the County of Hawaii "After-the-Fact" grubbing permit
application (Log No. 2016.00907), but subsequent events necessitate the AIS address all of the aforementioned
permit applications related to the"project"as it is now defined.

SHPD requests additional background research, fieldwork, and consultation prior to revising the draft AIS report.
Additionally, SHPD requests the project proponent and archaeological firm consult with our office regarding this
additional research and documentation prior to initiating further AIS fieldwork.
This letter is concurrently being provided to the project proponent and archaeological consultant with an Attachment
detailing SHPD's review comments and concerns for revising the current draft AIS report.
SHPD shall notify the County and the project proponent when the SHPD has accepted the AIS, has made an
HRS 6E project effect determination, has agreed with the mitigation commitments, and the mitigation plans have
been accepted,and the permit issuance process may continue.
At this time,SHPD notifies all parties that the burial treatment plan(BTP)for site 50-10-35-30272 is rejected as it
is premature. SHPD anticipates the AIS will result in a mitigation recommendation of preservation of Site 50-10-36-
30272 and that a preservation plan meeting the requirements of HAR§13-277 will be submitted to SHPD for review
and acceptance.
