CHUNG: Discussion? MS. DAVID: Thank you, Chair. Mr. Gyotoku, thank you for being here. This matter was waived out of Finance, so could you please give us a brief explanation of this donation? (Note: At this time, Housing Administrator Neil Gyotoku came forward to address the members of the Council.) MR. GYOTOKU: Last year when we tried to move our office from Wailuku Drive to Kino`ole, the State of Hawaii Department of Workforce Development had vacated that office. And they had told us that these panels would be too costly to remove and dispose of, and if we wanted to have them, they would welcome it because they had pretty much written them off their books as far as depreciation. And not knowing we accepted them and moved in and we rearranged the panels, and they just recently sent us a disposal form saying that they have taken the panels off of their inventory and they were bought at $96,000, although today it's depreciated to zero. So, we need to accept them as a donation to the County. MS. DAVID: I see. Thank you very much, and I'd like to thank the State for that donation for your offices. I yield. Thanks for being here. CHR. SAYRE MEMORIAL FOUNDATION Donated tanker apparatus with a value of$310,100, to be used by the Hawaii Fire Department in West Hawaii. DAVID: Yes, thank you, and I just wanted to make a note to say thank you to Laura and Frank Sayre over there in Kona. And I do have a note, Mr. Clerk, that on our communication the value amount for the apparatus is 3 13,100 and not 310. MR. HENRICKS: We did shortchange the Sayre Foundation. As Ms. Sayre correctly pointed out, that is the amount and I do trust her figures. MS. DAVID: Yes. Thank you very much, Laura, for making that correction. And then we have a—since Chief's here, if you could just give us a breakdown of that wonderful piece of equipment that we just got. Thank you. (Note: At this time, Assistant Fire Chief Robert Perreira came forward to address the members of the Council.) MR. PERREIRA: First of all, Assistant Chief Robert Perreira. On behalf of the Hawaii Fire Department's men and women and Fire Chief Darren Rosario and Deputy Chief Lance Uchida, I just wanted to thank, first of all, the anonymous donor that graciously provided the Daniel Sayre Foundation with the funding to supply us with this great piece of equipment. It's going to be a great asset to the department. In 1995, I started my career in the South Kohala District and we fought a lot of brush fires. We had a tanker back then, and this tanker definitely is built better and surpasses that tanker that we had. Its capabilities off-road is what makes it such a great asset, and it also carries 1,250 gallons of water. So, that's going to be a great asset to that district and that area. And as you guys all know, there's a lot of fuel out there. Fortunately, it's been pretty green and wet, but we all know that it's going to dry up. So, it's a perfect time. It took us a couple of years to get it done. Page 6 Hawaii County Council-17 July 9,2019 Thank you to Battalion Chief Bergin for his effort and time in getting it spec'd out and traveling up to the Mainland to do inspections and acceptance. Thank you to Frank and Laura for all of their hard work on this asset. And thank you to the Council for taking it before you guys and giving us a thumbs up. So, thank you guys all. MS. You have someone that swings and brings in the golf team and then puts on a shirt and then comes before Council. So, this is by definition County at its finest. A comment was made about this and the acceptance ceremony on our dedication ceremony by Kahu Kaniela Akaka on Saturday. It was really a fun thing that Val and I both got to attend with Senator Inouye and Representative Tarnas. I've known of this truck for about I think as long as I've been elected, and Bill has been working on that very diligently coming forward. Kind of the backstory, he was asking can we get this thing before Council quick because Fourth of July was coming up, and he was afraid that the need for it was going to be there. The dedication was Saturday, and I was holding my breath that we didn't have a fire between Saturday and today when we fully accepted. Now, Council Members, I'm going to challenge you. I promised Laura that this would be a unanimous acceptance of this truck. So, I'm hoping we're going there. Thanks so much for being here and, Sierra Foundation, thank you. Bill 86: AMENDS ORDINANCE NO. 19-74, AS AMENDED, RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2019, TO JUNE 30, 2020 Increases the Office of Management Village 9 Homeless and Affordable Rental Project by $46,000, for a total appropriation of$250,000. Funds shall be provided from State Grants Receivable and would be used for a topographic and boundary survey and other development costs. HIROTA: Hi, good morning. Sharon Hirota, Executive Assistant, Office of the Mayor. Thank you for placing this bill on the agenda and for allowing us to waive it through Finance. So, as you all know, we are working actively on our project, as we're now calling itit was called "Village 9" but we like to refer to it as Kukuiola. So, we were given access to 35 acres just diagonally across the West Hawaii Civic Center. Page 8 Hawaii County Council-17 July 9,2019 And so, right now we're working on the ground work and have received additional funding from the State to do the topographic work and boundary surveys in preparation should we need to subdivide in the future. So, this additional 46,000 to the bill allows us to move forward with hiring a contractor to do the work. Thank you. ACTING CHR. EOFF: Thank you. Are there any comments or questions? Mr. Kaneali`i-Kleinfelder. MR. KANEALI`I-KLEINFELDER: Was that not included in the first estimate? MS. HIROTA: Yeah, it was not included. And the State has agreed to now pay for it for the County because we're going to do the entire project, including the State's. It's two separate properties: one that the State is developing, one that the County is developing. We were each going to do our own, and now the State has agreed to pay for the entire cost. MR. RICHARDS: One of the concerns that was raised, that we are authorizing funding before we actually finish up the process, and I just wanted to address it. What we're doing is approving the potential for funding. This is more of a procedural since we're not actually expending it. Is that a fair assessment, Bill? MR. KUCHARSKI: Yes, sir. Bill Kucharski, Director of DEM (Department of Environmental Management). MR. RICHARDS: And so, I just wanted to clarify—we have Bill trainedso, I just wanted to verify that. So with that, thanks, Bill, I appreciate that. I just wanted to verify that we're in fact just approving the potential for funding. We're not actually funding as of yet. I yield. LEE LOY: My husband and I are beneficiaries of the Department of Hawaiian Home Lands. We own property, well, we are lessees of property in Pana`ewa. And so, I just wanted to make that disclosure before continuing this conversation. CHR. CHUNG: Well, this is a broader issue, of course. It's not just going to it's not intended to benefit you or your husband, and I certainly want you to vote on this. Okay. It's a non-binding resolution anyway. Okay, discussion, Ms. Kierkiewicz. MS. KIERKIEWICZ: Thank you, Chair. First, I want to thank the Hawaii Fair Lending Coalition for its work decades ago in looking at the lending practices for people of Hawaii and finding that there was discrimination happening for people of Hawaiian and Filipino ancestry. That really hit home for me being half Filipino, knowing that my grandmother and my mother and her sisters came from the Philippines not knowing any English and how it's very likely that folks that they knew were taken advantage of and discriminated against by banks. And I also think of my daughter and my son who are of Hawaiian ancestry and how it's very possible that their family members weren't able to access loans that would have made affordable housing a reality. And so, I'm really happy to be co-introducing this with my colleague Ms. Lee Loy and standing in solidarity with our fellow counties of Kauai and Maui and also the State in demanding a resolution to this very long-standing debt obligation by Bank of America. I really hope that we are able to have very real conversations and movement on this front and that they are held to the same standard that we are held to. When we have credit card payments and when we take out mortgage loans, and if we are late by a day or fail to make a payment, that late fees are added and that there are interest rates that accumulate over 26 years. I'm hoping they are held to that same standard and that we can revisit providing these really critical mortgage loans to the people of Hawaii after all these years. So, I just ask my colleagues for their support and hope that there is some real public pressure now that Hawaii County is joining the rest of the State in demanding a resolution so that we can accelerate some housing opportunities for residents of Hawaii. As I disclosed earlier, we are beneficiaries of the trust, and we have some very intimate understanding about what it takes to get a mortgage on Hawaiian Home Lands and the lending opportunities that just are Page 17 Hawaii County Council-17 July 9,2019 not available for those on our trust lands. And so, as Ms. Kierkiewicz mentioned, I'm urging my colleagues really to support this. But it's also my hope that this resolution kind of sparks a bigger conversation in which one of our testifiers mentioned, and the ability to recognize homeownership. It is a huge opportunity for families and thriving communities and standing up communities when they can have homeownership. It's a pathway to a better and brighter future for us. And one thing that the Department of Hawaiian Home Lands—it is my hope that this resolution does, with all the different leaders and all the different stakeholders back at the table, is to recognize some other opportunities that are afforded to us under the Hawaiian Homes Commission Act, like Chapter 207, Chapters 211, 213, 214, 219, 220, and 222, which really allows for a lot of financial gains that would be afforded to those on our trust lands.
