Please postpone these bills until State Historic Preservation Division has completed its review of
the area—which, unfortunately for Mr. Olson, could take months.
After that, please address community concerns.
° There should be a thorough search, perhaps with ground-penetrating radar, for forgotten burials,
'
which may bescattered throughout the area.
° The cemetery should be restored and maintained. _
° The project must not add toflooding already occurring downslope.
° Many local people can't afford the^aMbvdeb|e^ housing.
° Development will cause prices for neighborhood homes togoup.
° New people moving inwill change the character cfthe neighborhood.
° Traffic impacts may bmexcessive.
= Homeless people now living in the area will be displaced. They need to be warned ahead of time
and offered services.

Some people oppose the settlement approved at the JuIV 26, 2019 Board of Land and Natural
Resources (BLNR) meeting
(and now awaiting uomnnapprovay. They feel that Olson Trust damaged
the cemetery through negligence and now denies any wrongdoing.
But there ioconflicting evidence. For example:
1950m Olson Trust said a bull dragging an axle damaged the cemetery, in a timeline dated June 7,
2019. '

1992–July An Archaeological Inventory Survey(AIS)was done but did not find the cemetery.
This may be because AlSs are designed to find only features that will be impacted by a

specific project, according to State Historic Preservation Division (SHPD) staff speaking at the
July 26. 2O1QBLNRmeeting.
2016 Olson received e grubbing violation notice.
But the 2016 AIS he relied on failed to find several graves, according to the June 7, 2019 Olson
timeline.
And Olson thought some grubbing was covered under a State Natural Resources Conservation
permit that superseded County regulations, according to Olson Trust statements at the July 26,
2O18BLNRmeeting.
2019—June 18 SHPID did not respond to Olson Trust for over a year, according to representatives
Sidney Fuke and John Cross, speaking at a June 18, 2019 Planning Committee meeting.
But at that meeting, Maile David reported that SHPD told her there were ongoing
negotiations.
