RESOLUTION NO. 278 19
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO ASSIST WITH
EXPENSES ASSOCIATED WITH THE 2019 HAWAII ISLAND VETERANS DAY
PARADE.
WHEREAS, the Big Island Resource Conservation and Development Council
(BIRCDC) is a 501(c)(3) nonprofit organization whose mission is to assist the people of the Big
Island in achieving sustainable development while caring for, and appreciating their natural
environment; to ensure broadened economic opportunities, enriched communities, and better
lives; and
WHEREAS, BIRCDC is partnered with the Hawai`i Island Veterans Day Parade
Committee to honor all veterans in Hawai`i County by assisting with the planning and
implementation of the annual Hawai`i Island Veterans Day Parade, which is scheduled for
November 9, 2019 in Hilo; and
WHEREAS, BIRCDC is requesting funding assistance to help with expenses related to
the parade, such as permit fees, tents, advertising, and materials; and
WHEREAS, the Office of the Prosecuting Attorney community strategies include
utilizing contingency relief funds for prevention, intervention, and community building programs
throughout the county;
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 7 will be appropriated to Office of the
Prosecuting Attorney to provide a grant to the Big Island Resource Conservation and
Development Council to assist with expenses related to the 2019 Hawai`i Island Veterans Day
Parade.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Prosecuting Attorney and Director of Finance, and that the Director of Finance
is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
