RESOLUTION NO. 279 19
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO PATH PEOPLES
ADVOCACY FOR TRAILS HAWAII TO ASSIST THE VISION ZERO TASK FORCE
WITH HIRING A CONSULTANT FIRM TO GATHER AND ANALYZE DATA ON
VEHICLE CRASHES IN HAWAII COUNTY.
WHEREAS, on February 1, 2019, Mayor Harry Kim signed a proclamation announcing
the formation of the Vision Zero Task Force, which is charged with developing a data-driven
plan to prevent traffic deaths on Hawai`i Island; and
WHEREAS, the Hawai`i County Council adopted Resolution No. 38-19 on February 20,
2019, supporting the goals, strategies, and policies of Vision Zero; and
WHEREAS, PATH Peoples Advocacy for Trails Hawai`i (PATH) is a 501(c)(3)
nonprofit organization that works with the County, local leaders, and community to safely
connect people and places on Hawai`i Island with pathways, bikeways, and sidewalks; and
WHEREAS, PATH is a facilitator and integral member of the Vision Zero Task Force
and is requesting financial assistance to hire a consultant firm to gather and analyze data on
vehicle crashes to identify the most dangerous intersections in Hawai`i County; and
WHEREAS, the Planning Department is also an active participant of the Vision Zero
Task Force and supports the hiring of a consultant firm to assist the task force with achieving its
goals and objectives; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 7 will be appropriated to the Planning
Department to provide a grant to PATH to assist the Vision Zero Task Force with hiring a
consultant firm to gather and analyze data on vehicle crashes in Hawai`i County.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Planning Director and Director of Finance, and that the Director of Finance is
hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
