RESOLUTION NO. 297 19
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAIIAN
PARADISE PARK NEIGHBORHOOD WATCH TO ASSIST WITH MONTHLY
PROGRAM EXPENSES.
WHEREAS, Hawaiian Paradise Park Neighborhood Watch is a 501(c)(3) nonprofit
entity that promotes community partnerships and neighborhood camaraderie with the goal of
creating safer and more resilient neighborhoods; and
WHEREAS, each month, Hawaiian Paradise Park Neighborhood Watch hosts Puna
Neighborhood Watch, a collaboration of all neighborhood watch groups in the Puna District, and
operates a food pantry that serves hundreds of Hawai`i County residents in need by providing
sustenance and essentials at the Hawaiian Paradise Park Owners Association's Activity Center
Pavilion; and
WHEREAS, Hawaiian Paradise Park Neighborhood Watch requires funding for its
monthly operating expenses so resources such as food, information, training, and networking can
be delivered to address community concerns related to public safety and well-being; and
WHEREAS, the Office of the Prosecuting Attorney seeks to improve the criminal justice
system by working collaboratively with the community, and encourages and promotes crime
prevention and early intervention initiatives; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 4 will be appropriated to the Office of the
Prosecuting Attorney to provide a grant to Hawaiian Paradise Park Neighborhood Watch to
assist with its operating expenses associated with the Puna Neighborhood Watch monthly
program.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Prosecuting Attorney and Director of Finance, and that the Director of Finance
is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
