Re: Resolution for multi-year agreement
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year, for a
multi-year agreement with Spectrum (Charter Communications). This five (5) year agreement
will allow the County to increase internet connections at Civil Defense and Vest Hawaii Civic
Center from 100 mbps (megabytes per second)to one (1) gbps (gigabyte per second) at each
location. The increased speed will provide a significant improvement to internet performance
with a minimal increase in cost.

The Department of Information Technology requests a resolution to authorize the Mayor to enter into multi-
year agreements with Spectrum (Charter Communications), to increase internet connections at Civil Defense
and the West Hawai'i Civic Center from 100 mbps (megabytes per second)to 1 gbps (gigabytes per
second).

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The increased speed will provide Gsignificant innpn}vemnenttointernet performance with mminimal additional
monthly cost.
We are currently contracted as follows:
> $1420 a month for 100 mbps at Hilo Civil Defense (20% cost increase, 900% speed increase)
> $ 899 a month for 100 mbps at West Hawaii Civic Center(90% cost increase, 900% speed increase)
The new 5O-rnorth /5-veedcontracts will increase bandwidth at eachlocation ho1gbpsat $1,71O.O0.
These increases in bandwidth will help to support County operations that increasingly rely on cloud-based
SamG (Software ammService) applications to provide eeoenUo| public services.
