RE: Status of Animal Control Special Study
This is to report on the status of the animal control special study that was requested by the
County Council on September 9, 1999. We apologize for the inordinate amount of time it is
taking to complete the study. Staffing changes and delays in obtaining opinions account for most
of the time.
We are in the final stages of conducting fieldwork and obtaining written input on certain
procedures and issues from the Police Department, Corporation Counsel, and the Hawaii Island
Humane Society. Drafting and editing should be completed by October 30, 2000. Affected
agencies will be given at least one week to make comments on the confidential preliminary draft.
The special study, with agencies' comments, will be transmitted to you around the second week
of November. (This procedure is used for the county's independent audit, other special studies
and performance reviews.)
Based upon our preliminary work, the study should be informative, educational and beneficial to
the parties involved.
