Re: Resolution for multi-year agreement
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year, for a
multi-year agreement for buses and drivers for the Mass Transit Agency. This three (3) year
agreement will be to operate the Hele-On Bus Fixed Route Transit Services for the Mass Transit
Agency. The selected contractor will provide drivers to operate County-owned buses for
specified routes and provide their own buses and drivers to service the remaining routes. This
service and equipment is integral in providing the Hawaii Island community with an improved
and consistent transportation system.
The Mass Transit Agency requests that a breach be authorized to submit this resolution after the
August 29, 2019 submission deadline,that it be waived from the Finance, Committee and be
placed on the September 18, 2019 Council agenda, and that the Council waive their five-day
hold-for-reconsideration period in order to expedite this transaction. If there are any questions,

A. REQUEST:
Please prepare a resolution to enter a multi-year contract for Fixed Route Transportation Services.
Mass Transit hereby requests to breach and waive Finance Committee as well as the 5—day hold.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)•
Mass Transit is seeking fixed route transportation services to fulfill its island-wide public transportation
system. Due to an aging fleet, Mass Transit currently contracts with Polynesian Adventure Tours for drivers
(to operate County owned vehicles), and has two (2)additional contracts with Polynesian Adventure Tours
and Robert's Hawai'i for drivers and Contractor owned vehicles. This new contract will allow for efficiency
and streamlining by contracting with only one(1)vendor for drivers of County owned vehicles and drivers&
buses for Contractor owned vehicles. In addition, Mass Transit will be able to afford Hawaii Island's
community an improved and consistent transportation system.

RE: Resolution No. 304-19 RESOLUTION AUTHORIZING THE PAYMENT OF
FUNDS OF A LATER FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR
FOR A MULTI-YEAR AGREEMENT FOR BUSES AND DRIVERS FOR THE MASS
TRANSIT AGENCY
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter,timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
