This agreement is for the establishment and operation of a local project under the AmeriCorps Volunteers in Service to America(VISTA)program. The Department of Research and Development requests that a breach be authorized to submit this resolution after the August 29, 2019 submission deadline, that it be waived from the Finance Committee and be placed on the September 18, 2019 Council agenda, and that the Council waive their five-day hold-for-reconsideration period in order to expedite this transaction. REQUEST: A Resolution authorizing the County (via the Department of Research and Development) to enter into intergovernmental Memorandum of Agreement with the Corporation for National and Community Service (CHCS) for the establishment and operation of a local project under the AmeriCorps Volunteers in Service to America (VISTA) program. VISTA is a "federal anti-poverty program designed to provide needed resources to nonprofit organizations and public agencies to increase their capacity to lift communities out of poverty." The Memorandum of Agreement details the number of AmeriCorps VISTA members that may be assigned to the County of Hawaii, the respective roles and responsibilities of CHCS and the County of Hawaii regarding the operation of its VISTA project, and the full range of legal requirements of the County of Hawaii in the programmatic operations of its VISTA project. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): With this CNCS VISTA grant, the Department of Research and Development (R&D) seeks to enhance the community's capacity to collaborate to advance community economic development, with a focus on four critical household challenges: transportation, affordable housing, energy, and economic self-sufficiency. Four VISTA members will practice community awareness and engagement, strengthen partnerships, and develop and deliver community economic development programs that include community outreach, information clearinghouses, public presentations, and training workshops. The $15,312 annual cost share from the County will be matched by $48,776 in federal investments in VISTA living allowances and education awards. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review.
