Subject -Report on Status of Animal Control Study by Constance
The Animal Control Study will shed so a light on Hawaii Island Fli ~ r ~~3ciety's
operation. However, this is just the tiplof the iceberg. I had expo ' ~`ull
Performance Review, as mandated by the County Charter. I knov I what
Nancy Piscchlo asked for initially. Again, however, something oac ~ ~ ' ~ ~ deter

should send any concerns etc. regarding the operation of Hawaii J: ! ! ` umane
Society to the Legislative Auditor. Many, many people have sent ii ~ I ints,
which should be forwarded to the Council. The community expel I , I Beard,
most often they do not know who to go, to with their animal relate 'ms
they have spoken, now it is up to you t0 listen. All their letters ne
forwarded to the Council and the Corporation Counsel! These are layers.
I questioned the contract because H.Lf1.S. was told to use their p, as their
contrail. I felt that it did not reflect the requirements necessary f, ; ~ ~ is ing an
efficient animal control program.
H.LH.S, is delinquent In the handling ofldog attacks. The police d' ant has
to issue many vicious dog notices. H.LH.S. didn't issue vicious do_ s when
pit bulls attacked a sight impaired girl and her seeing eye dog in fr he
palace or when Andrea Pro and her dog~l had a problem with 2 pit i I iich
incidentally are still running loose and a~neighbor who has had he; ~~y
cannot go for his walks in the neighborhood because of these dog here is
Donna Ioana who had the neighbor's dog rush into her house and .c: up her
Pomeranian. Her dog was permanently Crippled and Donna was bit ng to
save her dog. Again, the police had to issue the notice. This is no i~ ob and
the police department is short handed aria they should not have to i, ;time
doing a job another agency is being paid to do.
