RESOLUTION NO. 311. 19
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAII COUNTY
ECONOMIC OPPORTUNITY COUNCIL FOR THE BUNKA NO HI FESTIVAL.
WHEREAS, Hawai`i County Economic Opportunity Council (HCEOC) is a 501(c)(3)
nonprofit organization and an economic development agency that is dedicated to serving the
needs of the greater community; and
WHEREAS, HCEOC is working in partnership with the Japanese Community
Association of Hawai`i to coordinate Bunka no Hi, an annual festival celebrating Japanese
culture in Hawai`i that will be held on November 16, 2019; and
WHEREAS, the Bunka no Hi festival is open to the general public and will include
activities such as calligraphy, Shichi-go-san (children dressed in kimonos for photos), Chigiri-e
(torn paper art) demonstrations, a tea ceremony, origami, Ikebana(flower arranging), and mochi
pounding; and
WHEREAS, HCEOC is requesting funds to cover expenses for activity supplies, venue
rental, and other incidentals related to the Bunka no Hi festival; and
WHEREAS, the Department of Liquor Control supports organizations and programs that
provide drug-free and alcohol-free events for the community; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 5 will be appropriated to the Department of
Liquor Control to provide a grant to Hawai`i County Economic Opportunity Council for the
Bunka no Hi festival.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
