RESOLUTION NO. 312 19
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO ORCHIDLAND
NEIGHBORS FOR ITS VIRTUAL RESOURCE HUB.
WHEREAS, Orchidland Neighbors is a 501(c)(3) nonprofit organization with a mission
to create a multi-purpose facility to develop community capacity through recreational,
educational, and agricultural opportunities for Orchidland and surrounding communities; and
WHEREAS, Orchidland Neighbors is creating a Virtual Resource Hub that will provide
both emergency and non-emergency services to the community and is collaborating with the
Community Emergency Response Team (CERT) to provide radio equipment for volunteers
during emergency operations; and
WHEREAS, Orchidland Neighbors will establish and maintain a web presence to
connect the community with events and programs such as the food basket, a community calendar
of events, government information and announcements, and a virtual farmer's market; and
WHEREAS, Orchidland Neighbors is requesting funds for marketing materials, website
set-up and maintenance, and radio equipment that includes handheld radios, batteries, antennas,
cables, and power supplies; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 5 will be appropriated to the Civil Defense
Agency to provide a grant to Orchidland Neighbors for its Virtual Resource Hub.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Civil Defense Administrator and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
